- Preheat your oven to 400°F (200°C).
- In a large bowl, combine shredded zucchini and salt. Allow to sit for 10 minutes.
- Drain excess moisture from the zucchini mixture using a kitchen towel.
- Mix the drained zucchini with eggs, Parmesan cheese, and half of the mozzarella.
- Lightly grease a 9x13-inch baking dish and spread the zucchini mixture evenly to form the crust.
- Bake in the preheated oven for 20 minutes until lightly golden.
- In a skillet, brown the ground beef and chopped onion over medium heat for 5-7 minutes.
- Stir in pizza sauce, green bell pepper, mushrooms, oregano, garlic powder, and black pepper. Let simmer for 5 minutes.
- Spread the meat mixture over the baked zucchini crust.
- Top with remaining mozzarella and all of the cheddar cheese.
- Bake again for 20 minutes until cheese is melted and bubbly.
- Allow to cool for 10 minutes before slicing and serving.
